uhlsport Hellenic League Chairman Bob Dalling summarises the latest situation regarding spectators at matches. Link to the latest FA guideline document re Kit Guidance.
A lot of work has taken place between The FA and our government to allow football at our level to start this season with paying spectators. It is a gradual return with the first two stages being released at the moment. There are a number of conditions. Some of the main ones that revolve around the Risk Assessment Management Scheme are summarised below. The full details are in the documentation circulated this week.
- All Clubs
o Update of Club Risk Assessments Management Scheme (RAMS), to include spectators.
- Clubs with RAMS in operation, on Website and have notified the League
o Clubs that have an updated RAMS that is displayed on their website and have a copy/weblink with our League Secretary, are able to host matches with paying spectators at Stage 1 from Saturday 22 August. This game details are to be sent to our League Secretary before the game itself, so that there is a record.
o Provided these clubs have successfully hosted a game before Saturday 30 August, they can move to Stage 2 with Spectator numbers. (note Stage 1 game must be hosted, and the League Secretary informed, before Stage 2 can be instigated).
- Clubs with RAMS in operation, NOT on Website, and have a copy/weblink with the League
o Clubs with a RAMS that is in place, but not displayed on their Website (website undergoing an update) can host a game with Spectators as in the above providing.
§ An email has been received by our League Secretary One stating the reason why the website is not operating and when it will be available showing the RAMS.
§ The RAMS is distributed to the Opposition and Match Officials in advance of the match. Copies must also be available for spectators at the game itself.
- Clubs without a RAMS.
o Clubs without a RAMS cannot play games (home or away).
Most of our clubs have done an excellent job and are in a position to move to Stage 1 on the 22nd.
Season Start Date – Premier & Division One We are working on the season start date. This currently depends on the League Sanction being in place from The FA, and then the software that we use needs to be loaded with the new season’s data. Once this is in place the fixtures that are being created can be ‘loaded’ and Match Officials allocated. Then sufficient time will be allocated to
We are working towards the September 5 original start date. However as you can see there are many ‘hoops’ to get through yet. Including some clubs that have not completed their Risk Assessments.
It is easy to see that much of September and early October is taken up with The FA Competitions early rounds. Our Fixture Coordinator will often have to arrange games at relatively short notice to involve those clubs that become available.
Starting the Season - Division Two
We anticipate starting the season fourteen days after the commencement of The Premier & Division One We will update further as soon as we know.
